Place everything in a pot. Over low heat, bring to simmer, covered. Remove from heat and let sit half hour. Strain.

In a soup pot, add vegetable stock, coconut milk, kombu, garlic, okra, habanero, fresh thyme, and allspice. Bring to a simmer, uncovered.
Add to cook root vegetables and pigeon peas until cooked (~10 mins).
Add choy sum. Remove from heat.
Add soy sauce and stir well. Season with white pepper and salt if needed.
